The study found striking evidence of a gap between the legal needs of low-income people in New Hampshire and the legal services available to them. Though over 250,000 low-income people in New Hampshire are eligible for legal services, and an estimated 149,101 of these have legal needs annually, legal services was able to offer services in only 8,403 cases in 2010.2 Sub-groups within the low-income population are even more likely to experience legal problems.
