This report quantifies the level of additional resources required to address the unmet civil legal needs of low-income people in Washington State. The analysis starts with the objectively identified level of unmet need as documented in the Task Force’s recently published Study on the Civil Legal Needs of Low Income People in Washington State. These needs are broken down into two general categories – (1) needs that can be addressed with relatively low levels of legal assistance, and (2) needs that require extensive levels of legal assistance in order to achieve an effective resolution.
