On behalf of the Permanent Commission on Access to Justice, I am pleased to forward our sixth annual report for your consideration-the first reflecting on our new title and status In previous years, we wrote as the Task Force to Expand Access to Civil Legal Services in New York I am gratified that this year, in recognition of the significant cant accomplishments achieved through the efforts of the members of the Task Force to identify the legal needs of low-income New Yorkers and to make recommendations, both monetary and non-monetary, to meet those needs, the Task Force has been institutionalized as the Permanent Commission on Access to Justice .

Equally as gratifying was the passage by the Legislature of a Concurrent Resolution, long advocated by the Permanent Commission, acknowledging that “it should be the policy of the state of New York, that every New Yorker in need have effective legal assistance in matters involving the essentials of life ´
